Due to the war, more than 1 million Ukrainians have relocated to Poland. For the Ukrainians who are using Diia app, Poland created a separate digital document – Diia.pl in the Polish app called mObywatel.This is an online document that confirms the legal stay on the territory of Poland of citizens of Ukraine who arrived in Poland fleeing the war. The document allows them to travel within the European Union, as well as to cross the external borders of the EU.

Upon receiving official notification, the Diia.pl electronic document, held by a Ukrainian citizen or another foreign individual (whose presence within the Republic of Poland is deemed lawful under the Law aiding Ukrainian citizens due to the war), functions as a residency permit. This document:

– is used alongside a valid travel credential, enabling access across the EU's external boundary

– allows movement within the Schengen zone for 90 days during every 180-day interval

– can be used to make an electronic prescription for medicines. To do this, a person need to show the QR code from the prescription on the smartphone screen at the pharmacy (eReceipt)

The Ukrainians can get the Diia.pl document on the basis of their PESEL number and confirm their identity. During the first five months, more than 80 thousand Ukrainians have used the digital document.

Thanks to this opportunity, Ukrainians who were forced to leave Poland can use digital documents on the same level as paper ones.

A joint launch of the service is the next step in the development of digital relations between Ukraine and Poland, as well as the first case in the world when two countries exchange documents in government applications.
